I can think of only one reason to remove an "ID" plate. I'm not saying you did it.....some one in the past. Did you get a bill of sale for the motor with a name and address, at least?

Pappy knows his stuff. Especially old outboards. That Wizard is a nice start to a small collection, and will push you around.....just not as fast as you may want. In the second picture, the leg appears to be bent. Is that just the angle of the camera?

A compression tester and spark tester are handy. They can't be very expensive as I have both and I'm extremely cheap :) They are most helpful when buying a used OB. Will tell you a lot about the motor.
I 'think' you should get better speed but, I'm not knowledgeable enough to be sure. Many variables.
