What is this attachment point for on the gunnel?

I have two of these attachment points on each gunnel. They are spread out pretty far though, so it's not for something like a ladder that would need two side by side. Trying to figure out the purpose. 20200621_101751.jpg

My one boat has them on, as far as I know they are to attach boat fenders. You need the nylon eyes with a grove in the base that slide into that bracket it if you want to make use of them.
Just saw the above post which calls for a "peg", mine have the eye that sticks up and I run the fender rope through it.
