If you boat in saltwater, or the previous owner of the hull did, I bet saltwater corrosion caused those pinholes. I advise covering carpeted bunks with cheap vinyl gutter material, of which there are many posts on here showing the process and pictures to DIY.

Saltwater on carpeted bunks WILL rot out a tin hull! Not IF ... but WHEN, only a matter of time ...
 
If perfection isn't an issue, drill the holes out to 3/16", throw a pop rivet in them and finish peening them down and smear some jb-weld over them.
