77 merc 200 20hp pull start problem

just replaced the sheave shaft on a merc 20hp ..for some reason after getting pull start assembly back together ,i cant get it to engage the teeth on the wheel ? when i do get it engaged and line it all up and bolt it back together the cord still pulls straight out and will go back in but the wheel doesnt engage at all while pulling it out..hence the motor will not start.....if i play with it sometimes i can get it to catch but most of the time nothing? any suggestions?

Have you sprayed it with wd40 and then tried it?

I know it's stating the obvious, but there's not much else to say here, you didn't get it assembled properly. Go back through the assembly steps making sure you have it all cleaned and lubed properly. Make sure the pawls are swinging out to engage and everything is working smoothly before you reinstall it on the motor.
