'96 or '97 OMC Outboard??

ask him what plug it has on the port side of the motor under the cowling. red plug means its a 96 or earlier.

That is an OMC Sea Drive. The year model would be quite a bit earlier than that. Probably mid-80's. The horsepower was 115hp. The powerhead, in his defense, looks like the old bubble back 140hp cross-flow.
The engine can be removed from that style bracket and be converted to a standard outboard. Not easy but it can be done.
