Stuck float on carb that was recently rebuilt

05 merc 15 four stroke. The carb was rebuilt last fall, ran fine for a while. It wasn't run for about three months and now it's acting like the float is stuck. There is fuel leaking from the carb and it floods when trying to start. Should I just go ahead and rebuild the carb again?
 
If you left Ethanol Fuel in the Carb it needs Cleaned Out at the least. The ethanol attracts the Water and turns it to Goo inside the carb. If my Outboard is going to set for than 2 Weeks I always run it out of Fuel prior to setting. Add StarTron or Stabil 360 to help alleviate this problem.
 
You can try tapping on the bowl with a screwdriver handle or something like that.

Spoiler alert - rarely does this work . . .
