Throttle not opening fully. 40hp merc

I have 2 motors a 73 and 82. No matter what I do I cant get the throttle valve to open more than about 20 degrees. I'm I missing something obvious here or maybe missing a part on both motors?

It seems like the throttle cam is to far apart from the butterfly valve cam but it's the same on both motors?

Is the screw on the throttle cam for full throttle stop? Or is it for throttle pickup?
 
I was hoping a mercury guy would come along and chime in here... anyone? I know that some motors have limited throttle in neutral or reverse, so that's where I was going. Hope you figure it out.

well i think i got it figured out. that screw has to be for throttle pickup, i don't see any other way for it to work. with how they were adjusted it seemed like they were stopping against the cam. there's a set screw on the throttle cam that can be adjusted so i moved it a bit and now that screw gets in behind the cam so it can slide past it instead of just butting into it.
