what is this black sludge in my mercury outboard

i have an early 80's mercury 18hp 2 stroke outboard. there is a thick, sticky black sludge in the bottom of the cowl. is that old fuel oil residue?

what is it and why is it there?

Could be possible. I am new to fixing bot motors, but it could be fluid leaked out from a cracked ignition coil. Post a picture, some other repair Gurus will probably chime in.
