I have pictures attached and I am trying to figure out whether I should try to repair or replace.

If I repair what product should I use to fill in the holes etc.

If I repair what material wood should I use...

I would replace that given the splintering.

Any decent plywood would do - make sure to seal it good. Varathane oil based exterior Spar Urethane at minimum...two-part epoxy is better.

Any exterior grade plywood but never Pressure Treated Wood. BCX is a good compromise between cost and quality.

I am think of two layers of this with titebond 3...the transom is 1.5" thick

I just haven't decide to use oil based paint, spar urethane, or epoxy.
