i had a 2000 8 hp merc that used to do that and somehow the fuel connector would always get messed up and thats where the gas would come out of, id have to prime the ball to keep it going, get a new fuel connector and try it out first. i cant tell you how many connectors i went through with that...

As far as a motor goes with a 16' boat, I have a 1995 20 hp Johnson on my 16' jon boat and it pushes it with no problems. But when i start to get some weight in it, thats when i wish i went for a 25 hp motor... it still pushes it fine and when i say weight i mean me, 2 other guys, full cooler...

I dont see why not, i just re-did my transom using 2 sheets of 3/4" and it is solid as a rock. Just make sure you through bolt everything good and evenly. and if youre using regular plywood you definitely want to water seal it. I used regular pywood for mine and water sealed both sides of each...
