Growth or corrosion on aluminum transom

My brother just gave me a 1980 Lowe 16 ft aluminum boat. The boat has no leaks, but I have some concern over what looks to be corrosion on the bottom 6" of the transom. I scraped some off with a putty knife and it does not appear to be deep pitting at least. The boat has never been in saltwater.

Looking for some advice on how to remove whatever it is.

Is that on the inside, or outside of the hull? I see plywood to the left of you pic, so am wondering if it's inside.

It's just on the outside. that wood is bolted to the transom where the motor mounts.
