    As I recall the water pressure on those older Mercs is only 1-3 psi at idle. On my 60 it was just enough to budge the needle off of zero on the gauge. You aren't going to see a very strong stream at that pressure, but it should be steady and not a dribble.

    You should be able to replace every shaft seal in that lower unit without pulling it apart. Drilling a small hole in the seal and using a screw to pry on usually works the best.

    Looks like unburnt 2 stroke sludge to me, I wouldn't worry too much. It's rare to have a bad seal that would let oil out but not let water in. If there's no water getting into the lower unit, and the oil level isn't dropping, run it.
