Upgrading tires is good idea. Are you doing radials? Your boat will sit higher you will have to back in deeper at the ramp. Where are you getting your prices?

Before you pull the old transom wood give the bow in the transom a few hits with a hammer.

Pull the transom wood see how bad it is. Clean up all of the corrosion. Make one big patch and stick it on with 3M5200 and rivets. Install new transom wood.

Using aluminum angle to get a flat surface doesn't sound bad.

Cut up a piece of 4x4 or build something from 2x4's into a custom carpeted bow stop. Maybe 3D print something. I use a carpeted 2x4.
