    Colregs won't apply there .... so go to Walmart or order online, as they make nifty LED bulb red/green and white all-around lights for use on small skiffs. I've seen them for ~$25 each or so at WallyWorld.

    Auto sound deadening is fantastic, but heavy and really shouldn't get wet or be exposed to water. Allegedly there is a special paint that deflects sound waves, but it is VERY expensive. Maybe just use spray truck bed liner?
