1962 Evinrude 18hp Fastwin- shifter lock & fuel pump issues

And when it is moved to the forward position, it will fall into its respective slot in the shifter lock, however when I rotate the engine- the clutch dog seemes to be in neutral still and the prop doesnt move</p><p></p><p>2) I installed the aftermarket fuel pump however the shifter lock now completely blocks the fuel line facing the carb. Do I just need to rotate the fuel pump to face the opposite direction and re-route the fuel lines? Or are there some parts from the OEM fuel pump I can use to further extend the fuel pump out and away to clear the shifter lock? (see below picture)</p><p></p><p>Thank you for any help.
