Sounds like your linkage needs to be adjusted so the marks on the handle read correctly, and it advances the timing a little IF the cable isn't stretched out too much. You probably also need to adjust the idle mixture. As Pappy says, it's probably set a bit too rich. IF so, it's loading up with fuel and that's why it's hard to restart. I don't remember that particular motor without seeing it in person, but you have some very good helpers chiming in.I hope you figure it out.
