Help with some Non-Slip Stick On Stuff

I'm refinishing an old seaark and the front deck has that stick on non slip stuff that's really chewed up. It looks like it was a sheet and it was stuck on not sprayed on. any idea how I can get that stuff off so I can put new material down? I've attached a close up picture for your reference...

If it is a stick on sheet, a heat gun will probably loosen it sufficiently that you can use a metal putty knife to scrape it off.

Follow that up with some acetone for any residual adhesive (maybe some scotch-brite, too).
