About 50% of all mortgages are federally backed.  Federally backed mortgages must require flood insurance.  Privately backed mortgages are not legally required to include it but some do.   People with prior claims can get coverage via the NFIP.  That has been around for a long time, maybe 50+ years.  Private flood insurers might be able to underwrite against prior claims, but I would guess not a lot of private insurers are going to do business in risky flood zones if they want to stay in business.</p></blockquote><p></p>
