More than 8 years back I found an old Jon boat laying in a field that was in poor condition to say the least. It had been dragged over sand and rocks until the strakes were literally worn thru the metal. I found a product called "Leak Stopper" ....it is a clear roofing sealer, sort if like a clear plastic material. It is thick but brushable. I brushed the whole bottom of this Jon boat with the leak stopper, then addeded more on the inside to fill the cracks in the strakes. That was over 8 years back, never a leak since. There are no riveted on keels or strakes and that might be your issue as there is no way to seal those from the outside ! If your looking for a quick easy way to slow down your unknown leaks, this stuff will work. Available from Home Depot and Tractor Supply. Good luck with your problem.....
