Need some help with an old Merc 20hp

I've got a 1975 20 hp Mercury. It was converted to remote and no longer has a tiller or the bracket the tiller attaches to, installed on it. I've picked up all the parts needed to reinstall the tiller from ebay, but I'm not quite sure how to go about doing it. It appears that the power head and lower cowl might have to come off to get access to the bolts that hold the tiller bracket on, but I'm not sure. I've never done more than pulling carbs, adjusting linkages, plugs, etc to an outboard so I didn't want to tear in to that without knowing, and end up doing unnecessary work. I've been trying to find a factory service manual with no luck so far. I finally bought a Sealoc manual, but it doesn't cover doing this.

If anyone knows how to do this on this motor, or has a manaul that might tell/show how, I would appreciate any information you could give me on this.
