I just went through this and I am in the middle as I write this. I read enough to convince me to sand smooth any paint chip edges and then lightly sand/rough up the paint that was good. I primed the entire surface and will be adding top coat next day or so. I am brushing, so it won't be auto body quality, but will suit me. I did steel wool the primer coat to take off any burrs in the primer.
