Can i use strongtie deck connectors attached to my jon boat to build a deck on it?

yeap - if it is good enough to build a deck and outside steps with, it is good enough for your boat.
but - salt water will give you some issues if you venture into that domain.

Might be oK for freshwater, but do not use them in saltwater, or you will have holes in your boat where the strong ties are, due to electrolysis/galvanic corrosion.

No. They are galvanized steel

Use a piece of inner tube to isolate the strongtie from the aluminum.
