looking for a boat for my first mod. good prospect?

Looks okay in the pic, but check everything out closely (motors, batteries, etc). Trailer looks to have some rust, and be sure and check the tires and rear lights if it has any. and I'd look at the bunks underneath to see if there's any dryrot.
 
he said we could take and run the motor. admitted the trailer was fine, but did have rust. what is the best way to deal with rust before repainting? is there any paint that goes over rust effectively?

Paint is only as good as the surface it sticks too. I think you would have to sand all the surface rust off then prime, then paint..If it was only surface rust.

If your interested, give him a low ball offer, the worst he can say is no.
