Does anyone have a manual for a 2001 Mercury 25EL?

Hi guys, I only got this boat last year and still learning things about it. Today i tried to get the boat started up for the first time this year but it doesn't seem to be turning over. It just makes a buzzing noise when i turn the key. What can cause this? I have uploaded a video to my dropbox...

I'd purchase it for $2200 assuming it all checks out as advertised. Do you guys need titles for motors down there? In Minnesota, we don't register the motors.

The capacity plate says manufactured by SeaArk. I tried to confirm with SeaArk one time too, but the rep helping me didn't know much about it since he may not have been around in the early 2000's. However, I was provided specs and pictures for the SeaArk 1542P and they all match my boat.

On very large planes like this, I try to avoid sitting in the way back due to the time it takes to get off the plane. It's not a ton of time in the grand scheme of things, but I get ancy when there's a bunch of people standing up waiting to get out around me especially at the end of a long flight.
