I believe that your trailer is grounded so that if one of your feed (12+) wires contacts the trailer with will short the system and pop the fuse. If your trailer is not grounded you will be energizing your trailer with 12-14v of current.
I have my front deck at an upward slant by maybe a few inches. My boat is a modified v, so when I move up to the deck to fish its level. This also give me a few more inches of storage in the front of the boat under the deck.

I wonder if I am at an advantage with my 9.9 being converted to 15. The carb is larger which will allow more air, I will obviously have to adjust my fuel to match.
The way it is commonly done is, an intake is installed in the rear of the boat. It is then plumbed with a shut off valve and transfer pump to the live well. Then you install an over flow drain which drains out another hole in the transom.
I've seen that, and it looks nice but I think it depends on the height you are after. I only needed 1" on mine and I was going to add a panel wrapped in carpet. So, I stacked two pieces of 1/2" ply.
