Exactly my feelings. I could care less if I ever catch another Bass (Small or Largemouth). But when I do I release them as gently as I would a Walleye, Northern, Bullhead or any other creature.

Using your analogy I can safely come to the conclusion that you would have no problem if state surrounding your state required you to purchase a decal to also drive in their state. After all, the added fee would be justified because you would be using their resources.

Did you by any chance use a credit card to pay for this? If you did I would call and explain the situation to them. Provide them with all of the e-mails ect. They can reverse the charges....
