When I bought my 1975 Johnson 9.9hp, I had the guy I bought it from convert it to a 15hp with a carb. swap. The recoil doesen't work properly so I think it needs replaced or a new spring?. If I loosen the bolt that holds the recoil on it recoils fine, but then the recoil is loose. When the recoil is tightened again it doesn't recoil all the way back in. About 6-8" short. Do you think something was left out that makes this do this,or do I need a new recoil? I have read on a webpage that I need to tighten the spring back by 2 turns. Is this a common problem?

Any suggestions? How do I add 2 turns to the spring? I dont want to mess it up.

Here is a diagram of that starter. One warning though, those starters are a PITA to deal with. Basically, you have 20 feet of spring steel wound up in that small housing (your model may have a shorter spring - on the sideways mounted one, it is 20 feet), that doesn't want to be there. If the spring has just stretched out, you can disassemble (do NOT allow the spring to pop out of the housing), and take the outer loop off its pin, and wind it around twice, and reconnect. If you find the spring is broken (doesn't sound like it), you will need a new spring.
