You should be able to buy that latch at any outboard parts store.I looked up & not sure if it was your serial # but a latch for that motor was 7 bucks.Check here.

Sure you can buy a latch.
You can either order it off the net or go to your local boat dealer and they can order it for you. There will probably be a few parts to it like the latch, washer, retaining nut. Each part will be priced separately unless they offer it in a kit.

If your going to resell the motor then a few dollars spent to fix it right will go a long way in getting top dollar for it.
