2.5 mercury

I have a 93 mercury 2.5 hp that won’t stay running. It will start and run anywhere from a couple seconds to 30 seconds or so. It stumbles and will stall. Sometimes I can get it up to full throttle but usually not. I have taken the carb off cleaned it, taken it apart make sure everything is moving properly still no go. I’m going to put an inline spark tester on it, any other ideas?
