25 HP Mercury Knob/Shaft?

I have 25 HP mercury tiller short shaft. Appears from SN to be about a 1981. There appears to be a knob missing from a small shaft that comes out of the cowl. Not sure what it is. This motor has been sitting for quite a few years and I hope to get it going in the near furture.
