82' 25hp Evinrude... Water Pick Up JB welded??

I got a 1982 Evinrude 25hp tiller, and I have never used it but the water pick up by the prop looks like it had been JB welded over and painted the same color as the outboard. It was my uncles who has since passed away and I know he never had a problem with it. So I assume it runs.. And unlike my other motors I have it only has the water pick up on one side... Any idea anyone???
 
Check the oil in the lower unit and make certain that there is no water in it - it will look "milky" if there is water. So long as the lower unit is sounds (not leaking) you should be OK

Make sure that the engine is getting water of course
 
I have a 1981 25hp evinrude. The water pick up on mine is on the side at the top of the foot. Has two screws that hold a cover plate on. Thats the only water pickup I know of on it.

Let me know if you need any more info. If you need to put a new impeller in it its simple and I am happy to guide you through it. It should start pumping within just a few seconds of running. If not get a new impeller ~$20 or risk killing the motor.
 
Do you have any pictures? The water pick up should be a square hole passing through boths sides of the lower unit below the cavitation plate. Sounds like they might have cracked the little plastic screen and used the jb weld to hold it together.
