Best way to fill four 1/2 holes in aluminum transom

What is the best way to seal up the old holes ?

I had more holes than I wanted in my transom from years of different motors/jackplate setups..

I cut out an aluminum plate bigger than my new jack plate and bolted it all solid using good sealant.. if I remember correctly, I sealed the holes with epoxy putty just to fill the voids..and then sealed the plate with 3m 5200...

The hole will be behind the new jackplate. What type of epoxy do you recommend
 
Honestly, the plate sealed to the transom with the 5200 makes the epoxied holes pretty much a mute point.. I did it just for kicks I guess.. I really don’t remember what putty I used.. I built this transom about 2 years ago but never got to use this boat.. redoing the boat interior and building a motor now for it to start usin it this summer..
 
Pressing wood dowels into the holes would work for me. Coat them + the ID of the holes with some penetrating sealant. Then the plate w/ 5200 over that.
