Lund Pro-V Transom Replacent

I am replacing the transom in my 1997 Lund 1775 Pro V Tiller. I have all the bolts out except for the tie down u-bolts. The only way I can see to access that space behind the u-bolt is to remove the top of the gunnel deck. Lund is telling me that this should not be necessary...but they also told me I need to remove the splash well which is not accurate. The gunnel top is held in place with pop-rivets under 2 rubber strips. Does anyone have experience removing the u-bolts on a ProV? I really do not want to cut the boat apart to access these bolts. I am not the original owner so there is no warranty from factory.
