They work OK, but if you really want something to combat no-see-ums, you need something stronger than those bands.

Mix 500ml gold listerine to 500ml witch hazel and 1 oz of tea tree oil. This mixture is very effective, and it's what I use throughout the summer.
 
I was given a couple of them. Tried one, but the smell was so strong it got me concerned that the chemical being used was so concentrated and in contact with one small place on my skin. I decided I didn't want some to be a test subject for some new product. So I can't tell you whether they work or not as I removed it soon after putting it on.
 
They got a similar product in walmart and it works good for skeeters
