I am wondering if it would be practical to build a deck on the front of my 1436 traveler, It could use some wait in the front to help get on plane, I was wondering if it would help with the body roll. or will it make it worse, thanks for the inputt,
 
Usually adding weight above the water line will make the boat more tippy .... the skinnier the boat the more amplified the affect.

How about adding a floor instead of a deck?

Have you tried moving your battery up front? That can help with getting up on plane.
 
Maybe move your motor in one notch would help. The closer to the transom the faster you get on plane.
Also try a whales tail stabilizer, that always helps. See pic below.
