Picked up my first tin jon... looking for advice

I've been stalking around here for a while and finally came across a decent jon in need of some work.
I picked up 2 14' polar kraft jon from a state auction(old conservation officer boats) and when I picked them up, they threw in a scrap smokercraft. I have about 100 bucks in them including my gas to pick them up. I am not looking to go crazy.

The first polar craft is in great condition other then a couple leaky rivets and a hole in the side. Here's a picture of the quater sized hole. What would be the best way to fill this in? Propane/weld stick is what I am initially thinking. Also, any suggestions on sealing the rivets after I have bucked them?

The second one I will probably scrap unless you guys convince me its worth fixing, or even possible at this point if its possible.

It'd be cheap as poo to have a real welder fix the first hole. I would scrap number two.
 
Keeping in mind that I am functionally unable to scrap anything that doesn't look like wadded up tin foil; both can be fixed cheaply, and quickly by a decent welder.

Sell the 2nd, tart up the first, and Life is good.

At least ask the welder. Some of those guys are artists.
