Better Late than Never.

I agree. Get rid of them.

$1.15 billion to stop carp migration is a heck of a lot of zeros.

They should seriously consider offering a $10 bounty on carp. Kick it up to $15/head the second year, and $25 the third year. The population would be reduced significantly at less than a tenth of the cost. Problem is people would probably start raising them at home to earn the bounty.
