Small Nissan Question

Hey guys I just picked up an 8 hp Nissan and took it out on the lake to get some freshwater running through it(it was used primarily on a sailboat). I noticed that not all of the exhaust isn't coming out by the prop, some is coming out and some is coming out by the powerhead. Could it just be plugged up a little? Or is this something that requires fixing? Also, when going from idle to wot the motor seems to bog down a little than pick itself back up. I'm thinking the carbs need to be changed but I'm not sure. Any input you guys have would be greatly appreciated. Thanks.
