[Assume 16' - 18' all-welded modified V (prop) tunnel aluminum hull (center console) with 50 - 90 hp (based on hull mfg. max rating) outboard on power jack plate:

Questions...

- mechanical or hydraulic steering?
- if mechanical steering then with or without No Feedback Cable?

What's your budget and can you install yourself??

Hydraulic can be 3x cost of NFB cable (16' hydraulic Baystar kit is $590 or so).

If mechanical, go U-Flex no feedback ...
 
Before a decision can be made here you will have to look at the exit point in the splash well where the cable exits to go into the steering tube on the engine.
With the addition of a jack plate that cable will now have to make an "S" bend to get back to and enter the steering tube. Depending on how tight that bend will be will dictate how stiff your steering will become and how much life of the cable and helm you will lose.
If you go hydraulic those issues are gone however watch out the first time you tilt the engine as the fittings on the front of the cylinder can and will shear quickly against the transom as the engine tilts......! Word to the wise!
