Throttle Speed/Position Question

I am confused as to how these things work. Below is a pic of what my tiller handle looks like (isn't the actual one) and has the little gauge that goes from small to larger bars representing more fuel/speed etc. But I notice once I am about halfway up it is pretty much at full speed and any more throttle (50% more turning of the handle) does absolutely nothing.

Now I've gps'ed my speed and determined Im doing the normal speed of the boat/motor at full speed etc and my throttle line and everything isn't kinked or cut i've inspected it and it all works great, So why does the throttle go further?

Its a brand new motor btw...Could it be a clogged jet or something? I inspected the carb and going past half throttle opens the slide more on the carb, but on the boat nothing happens, doesn't run at a higher rpm, no speed difference, absolutely nothing.

Maybe the boat isn't getting enough air to utilize the extra fuel?

I can't answer your question but I will offer my observation on the subject. All of the motors that I've run seem to have good throttle response up to somewhere around 75% throttle. At that point the remaining throttle does very little if anything to increase speed but it makes a world of difference in fuel consumption. That last 25-35% throttle will cause the engine to consume twice as much fuel for a 5% speed increase.

I kind of figured this was the case, pretty much the answer I was looking for. I just want to be 100% sure it isn't some kind of carb issue. I'm not disappointed in the performance just thought it was kind of odd and since its my first boat/outboard I wasn't entirely sure about it.
