    That was exactly what I did with my 16' build and it worked perfectly. No, it doesn't melt the plastic. It gets warm, but not so warm that you can't ever put your hand on it, certainly not hot to the point of melting plastic.

    I believe I read in the USCG boat builders guide that the first 4" of foam off the floor should be urethane or other hydrocarbon stable foam, and polystyrene (pink stuff) is ok from that point upward. What you decide to do is up to you, but I only used urethane expanding foam in my builds FWIW.
