    I don't know how much slower you want to go but going from a 9-1/2 pitch to a 9 pitch reduces your top and bottom end speed by only 5%. The most common fix to trolling too fast is to add a trolling motor. You can also drag an empty 5 gallon bucket through the water to slow you down.
