There are two different intakes.I looked on the Evinrude parts site.

The 25 and 35 have the same intake so you could swap carbs,
but the 35 has a different gearbox and exhaust housing.
The two different Hp ratings can be achieved different ways and one intake shrouds the reeds and the other one does not. The one that shrouds the reeds is also 1/8” shallower than the “Good” one.

This is the one you want. See the protrusion into the lower lobe and how it is near flat on top?
Compare that to this one. Noticeably smaller intake bowls and the flap seat does not enter into the bowl area. The top of the bowl area near the carb inlet is also slanted rather than straight. Also note the distance between the bolt holes and the intake bowls between the two. One is much larger, somewhere around 40% more perimeter area. I’ll also add polishing these intakes Is a waste of time.
The carb inlet lets you tun a larger carb, but you will not see full gains without unshrouding the edges of the reeds. The reeds are teardrop shaped and have more flow on the outer edges, hence the importance of this.
