Honestly I think they just want to make it difficult on people to reduce numbers- unfortunately to no avail. Our designated trout ponds open the 3rd weekend of April, and at 4am on some of these little 10-20 acre ponds there will be 100 boats lined up in a que to launch. Many of them $80k bass boats with 350hp motors. All to catch 16" tank scrubber rainbows and brookies that just fell off the truck the week prior. It's hilarious.
