I just rigged up an anchor hoist in my boat. I made it all from stuff I have on hand and it allows me to deploy and retract from the tiller seat.
I have a great big eye bolt through my keel up high on my bow. That is where I clip my winch hook, but it also acts as and eyelet for my anchor rope. The latched hook that my anchor attaches to is to large to pull up through it.
The first pulley that the rope goes through is a fixed caster that I carved a groove into around the circumference for the rope. I also cut off part of the mounting plate, so that when it is bolted onto my bow plate upside down, the rope clears the bow plate and mounting plate
The next two swivel type pulleys are bolted to the inside of my starboard gunwale using mounting bolts that are there anyway for my boat cover supports. The rope travels around the pulley on the bow plate and along the gunwale pulleys to a simple cleat by the tiller seat.
This setup works great for me. When I retrieve my boat, I just unhook the anchor and set it in the front of the boat.
