All tanks with brass to plastic will leak "some" but, not that much......
especially when it is a top fitting.
oh - - did you open the little vent nut on the cap ??
when that vent is closed, pressure will build up inside the
tank causing such a leak.

It's thicker than the teflon tape, yellow in color, and generally rated for use with petroleum products including gasoline.
