I have a 2003 mfs15b2 tohatsu 4stroke that needs the carb rebuilt. My question is can I put the 18 carb on it? And will it be an 18hp? It looks like everything else is the same from what I can tell.

cross reference the carb,intake and powerhead part numbers and see if they match. I assume the driveshaft and lower gears are the same too beings theres only 3hp difference between the two models. that being said your not gonna notice 3 more hp so its not worth the trouble in my opinion. if you want more HP I suggest selling the motor and buying something bigger, at least 10 more hp . doing that you will notice a little more power but not very much
 
The carb needs to be rebuilt but I never have good luck with anything rebuilt so I am going to replace it. I checked the parts breakdown and the piston/cylinder/head/crank/intake are the same on the 9.9/15/18 so I might as well get all the gains I can. Seems like buying a 9.9 and changing the carb would be the smart thing. You could run in 9.9 water and 186.00 for a carb is less than an upgrade to an 18
