How big of motor can i go?

Larry, I agree. Speed is not the most important thing.
Being safe & coming home is.
Now I dont advocate underpowering a boat either. Not having enough power in some situations can be just as bad.
My philosophy is if you boat is rated for a 20, hang a 20 on it. If its rated for 30, hang a 30.
If the rated HP is not fast enough & you want more speed, get a bigger boat.
 
I have a 16 ft Fishermarine with a 30 hp Evinrude on a jack plate. Jumps out of the water like a jack rabbit and has a pretty good top end. The jack plate makes a big difference I think.

For liability purposes I would put the max the plate says. A Lawyer would have a feast on you if God forbid something wrong was to happen. I would use it as is and then get a bigger boat when you can.
