Well not 3hp model E3BRESR 1990, won't start, low speed adjustment needle won't seat, I put in new plugs 2, change gear lube,checked compression the redneck way, packing gland washer not good, missing choke knob, not a bad motor.. just bought yesterday and happy happy happy...HA HA, now need help addressing these issue's, carb appears to have new gaskets and seats.... New gaskets means there is a chance it was rebuilt wrong.

compression, fuel, spark. thats all that is needed to run those motors. i would suggest to check compression first to see if it will even run. next spark, then fuel. my guess is the carb is dirty or not put together correctly. i have torn apart carbs that were missing gaskets, float installed wrong, plugged jets you get my point.
so check compression, check to see you have spark then spray some gas into the carb and see if it runs.

Sounds like somebody didn't know what they were doing with the carb.

Also, redneck compression only tells you that their isn't a hole in the piston.
