It's 15hp Yamaha. 50 to1

Based on the decals that match my 1983 25hp Mariner it's early to mid 80's.

From a manual from one I had in the mid 80's:

15HP MARINER 2 Stroke (Yamaha)
A,C 684 + 651 B7HS/BR7HS .028"
C 684-CDI B7HS-10/BR7HS-10 .040"

I had a 20" shaft Electric start 1984 model, I set my plugs at .028" as per a decal on the cover. Mine was bought new in May 1986.
